All fees, with the exception of summer school, shall be waived for any child who is eligible for a free or reduced price lunch under Federal poverty income guidelines. Principals may consider special family circumstances and determine the appropriateness of a fee and waive fees when such fees create a family “hardship”. No fees may be charged as a condition of enrollment in school (Grades l-12) or as a condition of attendance in any course of study, instruction, or class.
